"Why do they still care about Public Displays of Magic" is a question that I will occasionally get. After all, it's been accepted that magic is known about, and that it's (probably) inevitable that people in general will gain access to it. It's a fair question, and panel five is the answer.
In short, they want to keep everything as safe as possible.
In a more cynical short, they want to maintain their control when the balance tips, and they aren't in a position to do that yet.
